mitt romney can't do nothing about it. through no fault of mitt romney. barack obama is the president and there are advantages to incumbency. >> my friend and former colleague chris is absolutely right, the debate was, you know, a month -- a month ago tomorrow, and there's no question -- no question that governor romney got two, two and a half weeks of very, very strong momentum coming out of that. pollsters i talk to on both sides say the momentum was spent in the race and stabilized a little over a week ago before sandy came along. so i -- to be honest i think sandy may affect the popular vote a little bit, but to be honest i don't think it's going to -- i think it's going to be a convenient excuse for some people but this momentum had already stopped and this race had stabilized before sandy came along. >> and let me just pause it here and see either of you disagree with me, today's jobs report offered talking points to both. we heard mitt romney say and we heard it earlier, that the fact that it inched up to 7.9%, even though there were 171,000 net ne

the romney campaign doesn't. i don't think they would be wasting the money in pennsylvania on the republican side if they thought they had no chance or at least a chance to distract the democrats. if the romney campaign went on the air in new york, i don't think the obama campaign would feel compelled to match the dollars there. if the obama campaign went on the air in texas tv i don't think the romney campaign would feel the need to go there. the vice president had a trip planned there means they're a little worried. republicans are doing two things at once, not just the romney campaign but outside groups, trying to put pressure on the president to defend turf like minnesota, and to move resources including candidate time away from ohio but to give themselves another potential path. it may be in the end, not predicting it, it's possible romney could win pennsylvania and lose ohio. that would be a surprise but give him a chance to get to 270. >> and by the way, mark, you and i first met in the '92 campaign and we

but take a look at what men are saying about mitt romney. >> mitt romney has men -- according to your polling, fiercely pro romney. >> we have a big gender divide as you said, 26%. but look at the racial divide. when you put race and gender together, white men are going for mitt romney by 27 percentage points in this poll. it shows the divide we've had. and the way that the parties are putting together coalitions that are so extremely different from each other and divide the electorate almost evenly. >> ruth marcus, when we talk about such a polarized electorate, and are seeing the results in congressional races what will whoever gets elected president, be able to accomplish? >> i was afraid that was going to be the end of that question, andrea. in my editorial, head editorial writers are always saying, let's reason together and work together and overcome partisan gridlock. there's going to be a good reason to overcome partisan gridlock, that is called the fiscal live. it's looming. it's coming, expiring tax cuts about to go into effect. if there was ever a time that the new president

the romney campaign stands behind it. the reality is, what fiat is doing and the way they're going to outsource and put jeep and others overseas, it's accurate. i think mitt romney has taken the right stance on a structured bankruptcy. it's ultimately what president obama ended up doing, so there's been a lot of battle about that. i know particularly in ohio and what not, but the ad is 100% accurate. >> according to the detroit news, which endorsed mitt romney your candidate, chrysler previously built jeeps in china and the move is not unusual. the ford motor company builds ford vehicles in china for chinese buyers. general motors bukes in china for local consumers. >> well, but as you point out they previously did it. what the -- what's happening now is, fiat's moved to push jeep more into china. so the ad speaks for itself. the romney campaign stands by it and believes it's accurate. >> let me ask you about one of your big concerns which is libya. you're on the oversight committee and have been working with darrell issa
